Two public projects. Today is Tuesday, December the 5th. Our first order of business is approval of our minutes. When committee 00:00:00
members have had a chance to review, I would entertain a motion to approve. 00:00:06
Second, moved and seconded. Any discussion all in favor, say aye, aye minutes are approved. Item number one is approval of a minor 00:00:12
public works contract with Asphalt Resurrection. 00:00:17
LLC, DBA Everline Coatings and services for Annex 1 upper deck restriping total is 494043. Eric, welcome. Hey, thank you 00:00:23
councillor. So this is the final phase of the work we're doing to the parking deck where you guys park current. 00:00:31
Part before today it's this. 00:00:40
The last days where they're going to come in, actually restripe everything for you. Today, I don't know if you saw the 00:00:43
construction going on. They've gotten started on the resurfacing. They're guiding away the old waterproofing, they're going to 00:00:47
come back. 00:00:52
Fix the concrete, re waterproof it and then once they're finished with that then every line coatings is going to come in and 00:00:57
restripe everything for us. 00:01:01
Questions. 00:01:06
So. 00:01:08
Second moved and seconded. All in favor. Say aye, item number one is approved. 00:01:10
Item number two is approval of minor public works contract with Pro Clean for fire station #1 vent hood cleaning. The total is 00:01:16
$2450. Tim, welcome. Thank you. Good afternoon. Good afternoon. 00:01:22
So this work is funded by our outside services budget and this will clean all the grease accumulation that is inside the overhead 00:01:33
hood and exhaust duct work at fire station. 00:01:38
Questions motion. 00:01:45
All in favor, say aye, item number two is approved. Item number three, approval of the minor public works contract with Pro Clean 00:01:48
for Fire Station #12. Vintage cleaning, Tim, exact same scope as the previous. Also funded by our outside services and this is for 00:01:54
Fire Station 12. 00:01:59
Movement. 00:02:09
That's going to happen. I moved and seconded. All in favor. Say aye. Item number three is approved. I wonder if anybody's paying 00:02:11
attention or not. Item number four is approval of a minor public works contract with Crimson carpet and flooring for removal and 00:02:17
replacement of floor tile and waterproofing in the restrooms at the Tuscaloosa Police Department. Jim. 00:02:23
This is funded by the facility renewal budget for TPD headquarter improvements and is to make repairs to various broken for, 00:02:30
excuse me, floor tiles on the 2nd floor inside and around the men's and women's restrooms and the total. I did not say because it 00:02:37
wasn't on the other. I guess it got cut off. It's $10,560. 00:02:43
Questions 2nd and all in favor, say aye, aye. Item number four is approved. Item number 5 is authorization for the mayor to 00:02:51
execute a renewal. 00:02:56
Of the waste disposal service agreement regarding the Black Warrior solid waste disposal employee. John, welcome. Good afternoon, 00:03:02
good afternoon, good afternoon. 00:03:06
This is our. 00:03:10
Service agreement renewal for 10 years for solid waste disposal at the Blackwater Solid Waste Landfill. 00:03:11
Is this renewal based on the rates and the information that was provided to us or what? 00:03:20
I want to ask like what? What are we? 00:03:28
This agreement entails what this is everything that's disposed of. Solid waste from ESD include prices and everything. So nothing 00:03:30
changed. It's actually been the same contract, same service agreement since 1994. Okay. 00:03:38
So what do we do? Update the pricing on an annual or so. The pricing is has not changed, it's $18.00 a ton. 00:03:46
1994. 00:03:55
Wow. 00:03:57
That's the cost of one thing. 00:04:01
For. 00:04:07
The other thing. 00:04:09
OK, second moved and seconded. All in favor. Say aye, aye. 00:04:11
Item number 5 is approved. Item number six is approval of a balancing change order number one, to the construction contract with 00:04:16
Southern Civil Contracting. 00:04:20
For the US 11 Bridge Replacement Utility Relocations Project Deductive Code Wow right, Where's the flood You're back. Deductive 00:04:25
total $7840. 00:04:30
That doesn't happen often. Welcome. Yes, Sir. Well, so this is, this was utility relocations to accommodate Alda project, the 00:04:35
bridge replacement kind of between Cracker Barrel and where the University Blvd. And Skyline come together. There's a bridge over 00:04:41
there over the railroad that they're replacing. So this was our city utility. 00:04:48
Project to relocate some water lines. For closing it out we are deducted, but this is 100% reimbursable. 00:04:55
Contract out updates back and forth, so it's not like we're actually getting that money back. 00:05:01
So sorry, notion second, move second. All in favor, say aye, aye. Item number six is approved. Item number seven is approval of a 00:05:07
primary services agreement with TTL for elevated Tuscaloosa Professional Services Task Order Directive #1. The total not to exceed 00:05:13
$140,000. Welcome Brendan and Kate. 00:05:20
Good afternoon, council. We'd like to get authorization for a primary services agreement with TTL. Mr. Walker is here in addition 00:05:27
to answer any questions. 00:05:31
We've been operating under a similar agreement. We just wanted to revamp it since 2019 in this round this agreement provides. 00:05:35
Just a quick highlight, project planning, concept development, due diligence studies which includes engineering, geotechnical and 00:05:44
related items. 00:05:47
Property acquisition analysis, Feasibility analysis, Landscape design analysis. 00:05:52
Another result? Other related technical services. 00:05:56
Is the first contract is it is it just expired me based on essentially legal wanted us to revamp it. It was authorized in 2019 00:06:00
with an amendment I believe in 2021. 00:06:07
I'll make a motion. I got more questions. You're not making any motions. 00:06:15
So legal you you lean in over this too front this, this is structured as a primary services agreement. Is that a different type? 00:06:23
Than. 00:06:31
Earth the legal. Earth the legal requested a Tod structure. This time I can't speak as to why they wanted that. 00:06:36
Let's let Legal speak to that. 00:06:43
Have to wait till Mr. Holmes returns Negoti. 00:06:48
OK. 00:06:50
OK. Then let's talk about the other, the the features of it and Katie. 00:06:52
And I got a chance to talk somewhat on the phone this morning, so as as she explained it to me, this is. 00:06:56
A contract that allows you. 00:07:04
Get an inch. Start on some things that may happen. 00:07:08
But it's too early to go get request approval for those things, is that that's a fair description. 00:07:13
The other thing I would also echo Mr. Busby, is. 00:07:22
In this particular situation was very successful during our disaster recovery phase and Mr. Walker LED. 00:07:25
The secondary item I would mention is this is a direct contact with Mr. Walker as opposed to other members at TTL. So we are 00:07:32
getting a very high level of service. The third thing that I would mention, he's over there, that's high level over there. The 00:07:38
third thing I would mention too is that it is absolutely impossible for us to cover the level of calls by a physician to get this 00:07:44
level of service. 00:07:50
We cover the level of cost by what? By position for 140? 00:07:56
Access to probably a suite of 10 to 12 different services potentially depending on what what the need is. 00:08:01
It would cost us that much about one employee potentially just to do one of those services on staff. 00:08:08
So we see this as a benefit to the organization by not taking on salaries, benefits while having a suite of services that can be 00:08:14
utilized. 00:08:18
All 7 council districts I understand. I have no objections to that. My only question is. 00:08:23
Obviously, Council does not. 00:08:29
Speculative projects pursued without request, equally obvious. 00:08:32
It's it's not really feasible. 00:08:38
To not do some early stage legwork to even decide if a project is worth pursuing or presenting to council, right? I mean, are we? 00:08:41
And we don't operate on this in isolation. We're usually operating alongside one or more of you on a project, so it's not like 00:08:48
it's being done just by staff. 00:08:55
US acting autonomously, 5 to $15,000 range for West, depending on the need. I think of Mr. Tyner for the ADEC approval process 00:09:03
that was needed for the tennis center. 00:09:09
I think of Councillor Wilson for Thrill Odom Park that we're working on Councillor Lanier, Springbrook Park. 00:09:14
McAfee Center for counselor, Fail Rock quarry, kind of Phelps boat landing area. 00:09:23
For you, Councillor Crowe, it's Queen City Park was one I think we've got a chance to take a quick peek at. There's some survey 00:09:29
work to see what was potentially there, what encumbrances were there, to know what we're getting into. 00:09:34
Just as a representative example to see is this something that's even worth pursuing from a staff and dollar amount time to vet it 00:09:41
out and then see what the next step may be. It really helps you develop see if the scope. So what are the financial left and right 00:09:47
lateral boundaries for that. This is $140,000 task order directed #1, is that right? Yes Sir. How is that for a year? Is that are 00:09:53
there other task order directives? 00:09:59
Involved in this. That's the piece I don't understand. This first task order directive #1 for 1:40 is for about two years. 00:10:06
Yes. And the task orders are separate right there. They're not, They don't run parallel or simultaneous, correct. We would expend 00:10:17
all of these dollars and this time before we would come back and request a second task order, so. 00:10:25
We approve. 00:10:33
It'll play out and then at some point a year or two down the road. 00:10:35
Will see a request for a success success. 00:10:40
Task order correctly unless there is. 00:10:44
Project of distinction that I'm unaware of at this moment that council really wanted to lock a large amount of this into. I would 00:10:49
see this running well over a year and you're a minimum a year and a half. We're very judicious in how these are utilized. And when 00:10:57
that tax order was, the money was expended and you guys came back to ask to renew for something, you could probably pretty easily 00:11:04
tell us where we spent the money. Absolutely, definitely. Second moved and seconded. All in favor, say aye. 00:11:11
Item number seven is approved. Item number 8 is authorization to enter into a one year Software Hardware Maintenance Support 00:11:19
Contract with Data Works Plus. So it was $3880 Jason. 00:11:24
Thank you. Afternoon, afternoon. 00:11:30
This is a one year. 00:11:33
Renewal for the software hardware maintenance support for the. 00:11:35
Fingerprints and mug shot machine that is for PD. 00:11:41
P. 00:11:45
Where's the money, Jackson? This is in our budget, in our, in our maintenance contracts. Motion to approve, moved and seconded. 00:11:47
All in favor, say aye, aye. Item number 8 is approved. Item number 9 is an update on special district projects. 00:11:53
Or actually getting mine, Zach. 00:12:02
I'm sure he'll bring you in the conversation too. Mike welcome. Well, thank you Sir. What does he wanted to do today was to. 00:12:06
Bring everyone up to speed on the. 00:12:16
The money that's been allocated to each one of your districts, the communications that we've had with each and everyone of y'all 00:12:20
and and where this money, it seems to be beheaded. 00:12:26
Um. 00:12:33
Some of this, some of this has already been. 00:12:34
Kind of allocated and I'll mention that, but most of this is. 00:12:37
Things that you've asked for. 00:12:42
And is in the works to be. 00:12:44
So starting out with Council District #1. 00:12:47
How long do you think this? 00:12:52
Is this a 5 minute or a 15 minute? 00:12:55
What are you wanting to be? Well, I want it to be 50, but I only have five. I would think that I'm going to do this in five to 10 00:12:58
at the moment. 00:13:01
So. 00:13:07
Starting out with. 00:13:09
Councillor Wilson's district he has asked us to look at some of the some of his allocation to be expenditures for. 00:13:11
And this is in the Newtown neighborhood area in particularly around Burrell Odom Park as well which the city is is working toward 00:13:20
you know some some enhancements in that area. 00:13:26
At this point, the remainder of his allocation has been looked at for. 00:13:34
For part of the citywide resurfacing project, and just real quickly, there's a list of the roads. 00:13:40
Out of the resurfacing. 00:13:47
So moving on. 00:13:52
To District 2. 00:13:56
Here we have money that has already been allocated in Council Persons, Howard's district. 00:13:58
This is the Ash St. sidewalk that we have TTL engaged for design. 00:14:04
That's $154,478, and that will be sidewalk connectivity to the new Benjamin Barnes Branch YCA that's being constructed connecting 00:14:10
to the new Carlton Park, which will be starting under construction shortly. 00:14:18
Umm. 00:14:27
Again, right now, the earmark for the remainder of the funds is to to work in the citywide resurfacing with that list of streets 00:14:29
there. 00:14:34
So District 3. 00:14:43
Here we are. We are looking at doing an in house design for District 3. 00:14:47
This is at the intersection of North Ridge Rd. And Rice Valley. 00:14:52
We're going to create some pedestrian crossings at this intersection. 00:14:58
Again, we're going to do this work in house designed by OCE. 00:15:05
We have a ballpark cost estimate around $150,000 to perform this work. 00:15:09
You can see there on the diagram the the crosswalks to the. 00:15:15
The pedestrian islands and there will also be some changes to the signals as well for that or pedestrian. 00:15:21
2nd. 00:15:26
And then approximately $350,000 in District 3 will be part of the citywide resurfacing. 00:15:30
District 4 Councilman Busby. 00:15:39
You'd asked us to take a deep dive into some flooding issues along 13th St. 00:15:43
Yeah, particularly around Queen City, 13th to the 15th. 00:15:49
We have spent quite a bit of time working with public Works. 00:15:55
In identifying the storm drainage network. 00:16:01
And. 00:16:05
Peculiarities. 00:16:09
It's about 120 acre drainage area. 00:16:12
This is one of the older neighborhoods, parts of town we're finding old antiquated storm systems. 00:16:16
Probably do not meet today's standards. 00:16:24
It's also some structure, storm structures and pipelines that are that are running under some of the old homes in this area. 00:16:28
We're at a point now that we're going to be probably within the next week or. 00:16:38
Looking at bringing this to. 00:16:43
We feel like we need an outside consultant. 00:16:46
To develop a plan. So our idea is. 00:16:48
To hire an outside consultant to prepare drainage studies. From there you will get a cost estimate. We can start looking at what 00:16:52
is it going to cost to to create or improve some of the drainage facilities in this area. 00:16:59
Oh. 00:17:08
OK, is is. 00:17:09
Is this an update of the project? 00:17:12
That you know we opted to finance a fire station because it was a 50 year asset and that's got an interest carrying costs 00:17:15
involved. 00:17:20
And then we did that so that each of the council districts. 00:17:25
Would have around 500 grand. 00:17:31
To use for things that they were seeing that were in their face, right. Is that what we're being briefed on that, yes, that, that 00:17:34
$500,000. 00:17:38
So is the next slide my sidewalks and curbs? Yes, Sir. 00:17:44
Go ahead to the next slide. These two got 300,000, OK, so roughly 200 to $300,000 will be. 00:17:49
Is dedicated to say our earmarked to the sidewalks and issues that you have brought before us and we'll be working on those and 00:18:00
anticipate starting you know repairing some of them in April. 00:18:07
April, yes, Sir. 00:18:16
Yeah, maybe a little sooner. So what? Here's what prompted my My desire to be updated is. 00:18:18
I spent a lot of time going around taking photos and putting together PowerPoint that that illustrated. These are the ones I won't 00:18:24
fix for this money. And I see all these other sidewalks in my district getting fixed. Who? Who do you have to know? 00:18:31
Get your sidewalks. 00:18:39
Well, who fixed those other sidewalks? 00:18:43
Assume the city of Tuscaloosa did well, yeah, and I think you may be referring to the stuff on Greensboro. 00:18:47
Greensboro. There's down on 20 19th Ave. probably. There's some enduring plan. That's wonderful. I love that. 00:18:53
But that's not the ones that I briefed my constituents. 00:19:03
Will be in submitted to be repaired. Where are they? 00:19:08
Those that you're referring to I think came from a another request, another an outside individual we have, that's what I meant. 00:19:13
What outside individual do I have to know to get the sidewalks fixed? 00:19:19
So nobody, we're going to get your sidewalks fixed and we are working with public works to selectively. 00:19:27
Determine which ones are in the scope of services they can provide and which ones that we need to look at an outside contractor 00:19:35
Rep. 00:19:39
Does that make sense? 00:19:46
It may, but I I think what would be good is. 00:19:49
Maybe you and I do another ride through, because if I have. 00:19:54
If I have wrong expectations of what should have been coming out of that package, I'll adjust it, but if I don't, I want to know 00:19:59
why they're not being fixed. 00:20:03
Understood, understood. 00:20:08
OK. So roughly 200 on the? 00:20:13
The 13th St. Basin drainage study and roughly 200 of sidewalk improvements and curb repairs is what we estimate OK. 00:20:16
All right. Moving to District 5, Councilman Tyler's district. Come on over. Yes, Sir. Yes, Sir. So go plated this right. These 00:20:27
sidewalks are gold, right? Exactly. We're working toward that. They they will be by the time we finish so. So here we we have 00:20:33
again. 00:20:40
Encumbered $110,850 for design of sidewalks. 00:20:48
The TTL is under contract for that, doing the survey now anticipating the design you know, sometime in March. 00:20:53
Councilman Tyler's wishes as the remainder of his district funds. 00:21:03
Be earmarked for construction of that sidewalk. 00:21:09
Which will will help move it forward. It may take some additional funds from next year or whatever, but that has been been his 00:21:14
desire also committed all of next year's to it. 00:21:19
Great. All right. Yeah. What, what, next year's? 00:21:25
Well, do we got one more year? 00:21:31
We're going to have to finance another fire station. 00:21:33
We gonna get more than. 00:21:37
All right, District, said Councilman Fail. 00:21:40
We've been working with him this all of his funds we're looking at doing, researching with. 00:21:45
And and this is a list of the roads that are in the 20th. 00:21:51
Research and project at this point. 00:21:55
Have we? You said there? 00:21:59
Oh, we're going to change that Cherokee Rd. Or have you made your mind up or we didn't talk about? 00:22:04
I think we're going to flip that. We're looking at that. I've got a cost estimate in the works for, for the, for the settlement 00:22:10
that we've discussed and and what it's going to take to repair this we need to, we need to look at that together with you. 00:22:19
That's right. Yes, yes. 00:22:28
All right. And finally. 00:22:33
District 7 and also Councilman Lanier has asked that all of his district funds be utilized to. 00:22:37
Do resurfacing in this district. 00:22:46
So be glad to answer any questions. 00:22:50
As always, Mike. 00:22:55
And if you can just maybe put on your calendar to give us a little update first. 00:22:58
Get through the holidays where? 00:23:02
OK. We're where we are. We will do that and also just let you know forthcoming. 00:23:04
We're going to do a update of our neighborhood drainage projects that we. 00:23:10
We've got a pretty good program set up for how we want to disperse those. 00:23:18
Or spend those funds that we have allocated for that. So we'll be updating. 00:23:23
Perfect. Thank you. 00:23:27
Zach. Thank you, Zach. 00:23:30
Is there any? 00:23:33
Business to be brought before this committee. 00:23:34
Hearing none, our next meeting will be next Tuesday, December the 12th. I would entertain a motion to adjourn. So moved, second 00:23:37
moved and seconded. Any discussion all in favor? Say aye. 00:23:42

construction going on. They've gotten started on the resurfacing. They're guiding away the old waterproofing, they're going to 00:00:47
come back. 00:00:52

Item number two is approval of minor public works contract with Pro Clean for fire station #1 vent hood cleaning. The total is 00:01:16
$2450. Tim, welcome. Thank you. Good afternoon. Good afternoon. 00:01:22
So this work is funded by our outside services budget and this will clean all the grease accumulation that is inside the overhead 00:01:33

for Fire Station #12.
Say aye. 00:23:42
scroll up
