Feeling the precancer, the order just that's three. I'm sorry, it's 132. 00:00:00
Mr. Cromack and Motion We approve the Minutes. 00:00:06
Motion second all favor say aye. Aye approved. Mr. Junkin or Virgil? Virgil. 00:00:12
I saw you. I watched yesterday. 00:00:20
I would send you a classes which. 00:00:23
This is for 1330 26th St. 00:00:28
Before. 00:00:34
Councillor a couple weeks ago. 00:00:35
So we're just bringing it tonight to efficiently move it. 00:00:37
To. 00:00:40
We were out to November the. 00:00:42
We're British. 00:00:44
OK. 00:00:46
To raise. 00:00:49
Simulator. 00:00:51
You can have all the condemned houses. 00:00:55
Not as many as I can get, Sir. How about that? 00:00:58
Getting ready. 00:01:02
She's she's making good progress. I don't know. We're not sure if she's gonna be here. 00:01:03
He's bringing forward just to move it and move it out officially. 00:01:08
Yeah. 00:01:13
Trying to please. I think I know she's she's making good progress. 00:01:16
What you said, what they say. I'm sorry about that. 00:01:20
I said this is the one that was supposed to have came a couple of weeks ago. 00:01:25
And had a little snafu, yeah, And last week. 00:01:29
Actually, she was going to be here and then she didn't show up, but we're officially bringing it to you so we can officially. 00:01:34
Move it out to November 21st. 00:01:40
I actually called and told myself that she didn't need to be here, that she would have to come, so. 00:01:42
Tonight. 00:01:46
Good work guests. 00:01:48
My bird popcorn. 00:01:49
I don't know. 00:01:53
Thank you. That's all I've got. Thank you very much. 00:01:55
Compilation. 00:02:00
Hey, I'm here. I'm here for the show. 00:02:03
How smelly then? 00:02:07
Sorry. 00:02:09
Really. You opened up this morning? 00:02:12
So this one's a little unique, but Mr. Busby is familiar with this. 00:02:16
Section 24106. 00:02:21
Is a part of the zoning ordinance that allows. 00:02:23
You as Council to allow A use within a on a historic or architectural landmark. 00:02:27
That isn't currently allowed. 00:02:34
And we've done this previously for this same address, So this is for Misfits LLC. This is amending that exception. And this is at 00:02:37
the you are familiar with the during swim house, 211 114th St. at this location here. 00:02:44
Close across the street from the post office. Down close to Queen City. 00:02:52
So essentially what they are wanting to do is misfit. 00:02:57
Carrie Fitz operates her real estate business out of Here. It's zoned R3 today and historic. 00:03:01
They were previously allowed to operate Misfits real estate business, however it is only issued to her and her real estate 00:03:09
business. 00:03:13
She is actually requesting. 00:03:17
To allow miss. 00:03:20
Parrot. She's a doctor. 00:03:22
To operate. 00:03:24
Her office on the upstairs floor, so in the second story, So just one off council. So you have to get a council approval for that. 00:03:27
That's right. Yes, Sir. 00:03:32
Yeah so, Miss Miss. 00:03:39
Parents. 00:03:41
Is a clinical psychologist. She wants to rent one of the second floor offices that they have. 00:03:42
In the FITS building, so it's not associated with Carrie FITS real estate, it's a separate entity. 00:03:48
And in order to do to do that, she needs to come to you guys. But she doesn't see many passions, no. So she actually works mainly 00:03:53
with people at their jails or other facilities and she said. 00:03:58
She mentioned that, you know, maybe once every few months she's gonna have some people there. 00:04:04
Some attorneys or something like that that she has to meet with on occasion. 00:04:09
But really, it's just her to write reports and have an office outside of her home address because of the. 00:04:12
Because of her business, essentially she doesn't want it to be tied to her home and this also would be. 00:04:19
Good only for this. 00:04:25
This. 00:04:27
Part this. 00:04:29
Business in this year. So the way actually the way that we are working with Mr. Bobbitt, the way that we've written the amendment. 00:04:30
Is to allow Misfits to rent out this office space. 00:04:37
Um, so if that last bullet point, if Miss Parrott chooses to leave, we don't have to then come back to you guys and ask for the 00:04:41
same thing again, Because we would have to if. 00:04:47
Miss parent leaves. 00:04:53
The way that we wrote it is that are there what restrictions will still? 00:04:54
Well first of all. 00:04:59
We're we're lucky to have the tenants. 00:05:01
We've got in this beautiful old mansion there. 00:05:04
Lewis and Kerrie fits. They have sunk and are still sinking money. 00:05:09
And making that place the landmark that it is and we approve the use for their. 00:05:12
Their real estate business. 00:05:18
So now she's requesting to have. 00:05:20
A1 Room psychologist So, Tom, what restrictions? 00:05:23
Apply going forward. Going forward, what you would be doing tonight would be allowing her. 00:05:28
That if this was parent left, doctor parent left. 00:05:34
That she could again rent that office space. It is for a single. 00:05:37
Office use the upstairs. It's not the entire upstairs, it's not any other offices. It's just for a single office use. 00:05:40
Can we revoke it if we choosed it? 00:05:48
Can we undo it? 00:05:50
I mean we're if we do it, can we undo it? 00:05:53
If he's allowed by ordinance, you can reverse it. Yes, we can. 00:05:56
Yes. 00:05:59
OK. 00:06:00
But it would be very limited to what anybody wants. I I don't anticipate a problem but I wanted to make sure if there ever is 1 00:06:01
down the road under different owners that we those of us. 00:06:07
If we put it in, we can take it out. 00:06:14
OK. 00:06:17
I'm good. I'm good with it. 00:06:18
I just hope they're healthy people, because that's those steps aren't easy to follow. 00:06:22
It's only bathroom in that house upstairs. 00:06:28
Yeah. 00:06:31
Gravity, I guess because that's an old I know I spend a lot of time. 00:06:33
Um. 00:06:38
Thank you, Zach. 00:06:40
Mike, you're just in time. 00:06:41
I heard I was running a little late. No, you're perfect. 00:06:43
Go ahead. 00:06:47
The beautiful people always come in last. 00:06:48
Ohh. 00:06:53
So what we have today is a couple of St. vacations. These are both. 00:06:55
Out at the university. 00:07:00
Are you running or am I running? 00:07:03
OK. 00:07:05
Alright, so this first. 00:07:06
Alley. 00:07:08
Is a 10 foot alley. 00:07:10
And it's directly behind the publics on the campus. 00:07:12
It. 00:07:17
It gets you somewhat for a walking trail right now, so the university wants to. 00:07:18
They want to vacate this, this alley. It's it's never been improved. 00:07:23
I think their thought process is eventually there will be a. 00:07:29
A sidewalk with a a good connector with some some lighting between Grace and Campus Drive. 00:07:32
If they don't want us to play. 00:07:43
Well, let's say I mean. 00:07:46
Their future plans on that? 00:07:49
Is it. Are we taking or giving away? We're we're giving up our right away. You're giving giving up our alley. Yes. So we'll be 00:07:51
done with. That's correct. Yeah. The ownership will go to the university and I think there's a small portion that goes to the. 00:07:58
To the landowner to the north. 00:08:06
Well, I was just thinking you're talking about them doing some work on it. 00:08:10
That'll be their problem, not our financial issue at all. 00:08:13
That's correct. 00:08:17
Just District 1, right? 00:08:19
So our next our next vacation is just. 00:08:27
And that that's the survey drawing right there. So the next one. 00:08:30
It's just right up the street. 00:08:35
Publix is just right off the page. 00:08:38
And this is this is a 30 foot right of way. 00:08:41
Planted many many years ago. 00:08:44
There's no improvements in this one either. 00:08:48
No logic for it to ever connect to Campus Drive. 00:08:51
Just basically an unused right away. 00:08:55
So in there. 00:08:59
There's a survey to that and the parcels to the north there are university buildings, so. 00:09:01
It's just. 00:09:06
Will again relieve of us of ownership of the right. 00:09:08
Well, back up please, Mike. 00:09:16
So the university is asking us. 00:09:19
To vacate a 10 foot right away. 00:09:21
Essentially running along. 00:09:24
The North Face of Publix. 00:09:26
Right. That's correct. Yeah, the backside or the north? 00:09:28
Yeah, sad. 00:09:32
And then a 30 foot. 00:09:33
Running from. 00:09:35
What is that? The end of Gray? OK. 00:09:38
The End of Grace St. 00:09:42
2 Campus Dr. Is that what that is? 00:09:45
I can't, I can't read it from the screen there. Could you give me just one second? 00:09:49
Yeah, that's very straight. 00:09:54
The Thomas Street is the street on the left or West hand side of the vacation. 00:09:58
This is I I guess this is an extension of Gray St. that never was improved. 00:10:07
When you look at the roads running north to South. 00:10:12
The little coal sack on the left or West side is Thomas St. 00:10:15
And it and it is improved. 00:10:19
And then the area that's blacked out on the the diagram there is the unimproved right of way. 00:10:23
1. 00:10:31
I believe they're going to make parking. 00:10:33
Hey, any questions for? 00:10:42
My. 00:10:44
OK. 00:10:46
Thank you, Mike. 00:10:47
Mayor Maddox, Yes, Sir. Mr. Tanner, just kind of recap. 00:10:49
This morning we cut the ribbon on the opening at Sokol Park North. 00:10:54
And I know Mr. Brown and I were both very excited to be there and see that project take place. 00:10:59
As I I told the. 00:11:04
The media gathered it was not only as just being part of the city, but as a parent with Taylor. 00:11:06
And Eli and the parking in that field over the years. 00:11:12
Was dangerous business truly dangerous, especially at night? 00:11:16
And yeah, now to have that safe, lighted parking lot area. 00:11:19
On the drainage improvements, which will vastly help the plane builds out there. 00:11:24
It's it's really felt good to do that and since 2021 the cities invested 7.1 million. 00:11:29
In the social park, the adaptive park, that's the, I guess, Mason's place. 00:11:38
It's called now. 00:11:44
And the 6.6 million that we've put into Socal Park North and South? 00:11:45
But there's a highlighted to the public today. The thing that I'm really proud of is that how we kept our promises with Elevate. 00:11:51
And when I was preparing my remarks this morning, it struck me just how much we've been able to do. 00:11:58
Thanks to the leadership of of our team members and certainly the support, the unwavering support of this City Council River 00:12:04
District Park and the pedestrian bridge is 18,000,000. 00:12:09
The tennis center is going to be a 9.5 million. 00:12:15
Western Riverwalk is 11,000,000. 00:12:20
The Northern River Walk is 5 million, with engineering now under. 00:12:22
Undertaking Benjamin Barnes, which we will break ground on 10 million. 00:12:26
Carlton Park, which the bids came in and we're in the range of 1.75 million. 00:12:31
So we will have final tabulations coming in, but that's going to be an outstanding investor. 00:12:37
And Mr. Fell formally Mr. Tyner's district 10.2 million. 00:12:42
Was no hinge. 00:12:46
So. 00:12:47
You think about those investments that we've made in Park and Recreation just in the last two and a half, three years. 00:12:49
There's not many communities in Alabama that really. 00:12:56
You can say they've done that. 00:12:59
And I'm. 00:13:01
Very, very proud. 00:13:02
And I think you should be as well. I know every Tuesday you come in here and we present you the challenges of the day. 00:13:04
And sometimes it's hard to see over the horizon everything that we've been able to accomplish. 00:13:09
So I wanted to share that with you is something that I hope you're very proud of. I know we are. 00:13:14
And I know a lot of constituents in in District 3 that are gonna really appreciate Mr. Pro that. 00:13:18
That new parking lot and drainage and and I'm going to be one of. 00:13:24
So. 00:13:28
For appreciate the council supporting that and doing that well for people that use that and there's so much. 00:13:29
In in just the district I represent really there's people from all over the city that are using that those facilities. I think 00:13:34
that's a. 00:13:37
It's a huge upgrade from what was there with the parking and the lights and the safety amenities and the stuff, you know that. 00:13:41
Need to visit that because there's people from all over the city that are using, especially in District 13. 00:13:47
That's a big that's a big deal. 00:13:52
So I'd love to have that. I wish I'd had that list of Kelvin. 00:13:54
Reynolds was it Monday. 00:13:58
Yeah. He asked. 00:14:00
He stopped by and asked me how come you are putting so much in your parks? 00:14:01
And. 00:14:05
I wish I'd had that. But one thing I said we we learned from COVID. 00:14:07
To especially the how just valuable our parks are because you remember. 00:14:11
That's. 00:14:15
That's where people went. 00:14:15
Because they they could separate themselves from other folks and. 00:14:17
And what were they ever used during that time, especially, you know? 00:14:21
I think that's great. 00:14:25
It is to back up the. 00:14:26
Present timers point and and waltz point, I think. 00:14:29
One of the things that we see as a as a leadership group with the city. 00:14:31
With the mayor, with, with the council is we've got to invest in quality of life. 00:14:36
And I think we are investing. 00:14:40
In quality of life for our citizens and for the future citizens. 00:14:43
Of Tuscaloosa, so that we'll make up our workforce that will have so much to do with the success of this city. 00:14:47
I mean, I think that's. 00:14:53
I think that's a good investment long term for us to see. 00:14:54
Well, and you haven't heard what's going to be coming to Bowers, hopefully pretty soon. I know Mr. Mr. Phil and Mr. 00:14:57
Lanier working on a planning team that we do have money budgeted within Elevate. 00:15:05
There are still a lot more to come and if you look at it. 00:15:10
Geographically, too, we've done a really good job. 00:15:13
Of of putting those out there were all citizens can get access to that. 00:15:17
I know. Again, I feel braggadocious doing this, but at the same time I don't think we. 00:15:24
We share or what I could say, spiking the football and that is. 00:15:31
Really remarkable and it's remarkable again and and then I'll be quiet as. 00:15:36
It's the it's the leadership. 00:15:41
Of you know the Council in supporting it. 00:15:43
It's the unbelievable team you have here at the City and just how good they are. I wish. 00:15:47
I wish more people would see how good they do every single day and how dedicated they are to this cause. 00:15:52
And we should be proud. So you know, no matter what comes our way today. 00:15:58
We're gonna start off with some positive energy and celebrate this success. And so just want to share that with you and I 00:16:03
appreciate it. I think that's wonderful. Absolutely. And we especially appreciate the Gold Plated walking trail at JC Park. 00:16:07
Exactly. 00:16:12
If it's not gold, you hadn't done it right. That's right. 00:16:17
3. 00:16:20
OK. Any. 00:16:25
Department comments or anybody here? 00:16:26
Carly, welcome back today. 00:16:29
And anyone else have anything you'd like to announce? 00:16:32
Mr. Holmes, welcome back to you as well Sir. Good afternoon Council. Mr. Bobbitt did an awesome job. Well, thank you. I appreciate 00:16:37
Mr. Bobbitt filling in with with filling in for me I was. 00:16:42
As at least smart enough to get the stomach bug on a Tuesday, he waited till Friday to get it so. 00:16:48
I will be about midway down page 2, where on page 22 you'll be authorizing a professional services contract with medical priority 00:16:54
consultants. 00:16:58
This is DBA, DBA, Priority Dispatch Corporation. This is a total not to exceed $101,500 over a period of five years, and this was 00:17:03
presented to you in projects last week. 00:17:08
On page 23, you'll be authorizing minor public works contract with Mobile Communications America. This is a total of $7849.99 and 00:17:14
again was presented in projects last week. 00:17:20
Yeah. 00:17:28
What do you want? 00:17:33
So I'm glad I thought it was me. I've got one sided. 00:17:34
Sure. 00:17:40
Let's see. 00:17:43
I'm on the. I'm reading exactly what you're saying. 00:17:48
Cash. 00:17:52
We got next to it. 00:17:55
I I can read you what Brandy had gave me, but it says exactly what mine says. 00:17:57
I've got one here. 00:18:02
Brandy. 00:18:16
You got one minute. So is it Brandy's fault? 00:18:18
No, no. Page 22 was supposed to be what, Scott? 00:18:21
The professional service contract with medical priority. 00:18:26
We don't have a 20, that's 24 on that agenda. 00:18:29
Ohh yeah yeah it goes 18 to 23 is 1. 00:18:33
This one. 00:18:37
That's right. Questions. 00:18:38
Brandon, do I have what you want, this? 00:18:44
Just stop. I'll go home. 00:18:50
I make a motion. I'll second that. 00:18:53
We all come back next week and we'll get it right. How about this? 00:18:56
Let you know I can't let you know. We have two suspended rules items that are on any of these agendas. That one of those will be 00:19:01
the District District 2 Improvement funds. This is to fund some project renderings for the Carlton Park project. 00:19:08
These will be at a district. 00:19:16
District community with Miss Howard and then we'll be displayed at the McDonald Hughes Center as well as a an item that was 00:19:19
actually. 00:19:24
Supposed to be doubled up. You have an item regarding some paving from the MPO on projects. 00:19:29
And then you will have a suspended rules item tonight, which is authorizing the mayor to send a concurrence letter to Al dot for 00:19:35
that resurfacing project. 00:19:40
And now we're back back to where we were. 00:19:46
No, that's fine. 00:19:51
So the resurfacing project is part of the MP. 00:19:52
This was in. Garner is still in here, and Mayor, probably they both know more about this. 00:19:57
The than I ever have, but my understanding is this was the Bo project that was approved I believe in 21. You may recall I think 00:20:03
one of the key projects is paving Jack Warner, Project Jack Warner Parkway from about 82 to the city limits just passed 297. 00:20:11
The ALDOT never went forward with that project, Has recently bid the project. It came over It came. 00:20:19
In a little above what their estimate was a few years ago, but within line of what they think other projects were. 00:20:27
And so we would send a concurrence letter to say go ahead and do this. Our funding amount increases by about $195,000. We budgeted 00:20:35
the initial 20% was around I think in my 22 budget. 00:20:42
Which was around. I want to say I'm a little over $1,000,000. 00:20:49
We have leftover, we have money available in our upcoming paving contract to make up that difference. It's Jack Warner Parkway 00:20:53
from the city limits and basically we're hole in city limits begins just near 297 and Mr. Holmes says. 00:21:00
All that said, all the way back to the 82 bypass, Joe Malsam Parkway in the city limits and Hilliard. 00:21:07
As well which is from 15th back to. 00:21:15
University Blvd. 00:21:19
The council approved that. Again, I think it's part of our 22 budget. 00:21:21
Al Dots paying for 80% of the calls the city share. 00:21:25
Is 20% of the cost and we are using the funds from the MPO. 00:21:29
To be able to find that 80%. 00:21:35
So our 20% went up 195,000. 00:21:39
45,000 money like that already or at 1.1 million is our share of Five Point. 00:21:44
And we're just using our paving contract as the. 00:21:56
That's right. 00:21:59
And this is coming up on suspended road. 00:22:01
Utilize the concurrence. 00:22:05
Aldot resurrected this project fairly quickly. 00:22:09
And has moved it thankfully and so this process has been moving quickly over the last 7 to 10 days and so we would like to go 00:22:12
ahead and get this. 00:22:17
Since they've accepted this to get this project moving and. 00:22:21
Forward in their thinking. 00:22:25
OK, this is it. This is where in here this is on projects. The projects are done. Yes Sir. But what? The title of what needs to be 00:22:28
done from projects doesn't really match the title of the action. You need to take it Council, which is really just the concurrence 00:22:33
letters into the check. 00:22:39
OK, but but the issue is on projects today. 00:22:46
And the city has authorized this back in 22. 00:22:50
OK. 00:22:57
Page numbers. 00:23:00
Yes. 00:23:04
And. 00:23:08
Richard, do we need that air filler? Is that a going to get? 00:23:18
How about those? 00:23:38

You're talking about black football team Big Big 27 to 12V. 00:23:46
The Cowboys, Cowboys, Cowboys, The Cowboys, Cowboys. 00:23:52
Did the Cowboys? 00:24:01
We pulled it off. 00:24:03
I know every week about where we're going. 00:24:06
LA. 00:24:09

To the FY 2024 Elevate Fund budget and that I believe is in a Finance Committee today. We do have one item for executive session 00:26:57

Item there during our brief technical delay, is there any questions for me? Questions. 00:27:11
Got the. 00:27:18
The two vacation items are in the separate. 00:27:19
Substitute item. 00:27:23
There were some, I believe, publication fees that were incorrect and what's on your agenda, so Mr. Bobbitt did a substitute 00:27:26
correctly. 00:27:29
Alrighty. 00:27:43
Thank you, Scott. 00:27:45

So we're just bringing it tonight to efficiently move it. 00:00:37
To. 00:00:40
We were out to November the. 00:00:42
We're British. 00:00:44
OK. 00:00:46

For real. 00:23:42
Yeah, after last week. 00:23:43
LA. 00:24:09
OK. All right. Now, if you'll excuse my plan, I think we should all be on the same page and I will pick up on page 22 where you'll 00:24:13
be authorizing a professional services contract with medical priority consultants. 00:24:19
DBA Priority Dispatch Corporation is a total amount not to exceed $101,500 over a period of five years and was discussed with 00:24:25

exceed $800,000 and again was on projects last week. 00:26:45
Moving down on page 37 and 38, you'll be authorizing Amendment #1. 00:26:52
To the FY 2024 Elevate Fund budget and that I believe is in a Finance Committee today. We do have one item for executive session 00:26:57
that I know of and we went over the suspended rules. 00:27:04
Item there during our brief technical delay, is there any questions for me? Questions. 00:27:11
Got the. 00:27:18
The two vacation items are in the separate. 00:27:19
Substitute item. 00:27:23
There were some, I believe, publication fees that were incorrect and what's on your agenda, so Mr. Bobbitt did a substitute 00:27:26
correctly. 00:27:29
Alrighty. 00:27:43
Thank you, Scott. 00:27:45
Projects 230 Finance 315 Admin four Community development. 00:27:49
