Yeah. 00:03:34
Public. 00:03:35
OK. Alright. Thank you, Tony. Appreciate it. 00:03:37
Mayor Maddox, Sir, just a reminder, we have what we're calling the round City Hall. We're calling it the Munis blackout payment 00:03:42
software upgrade October 5th and 6th. We're going to be upgrading the financial and accounting software that's in our water 00:03:51
business office building permit revenue officers to do this and to ensure that we're back up and operating the following Monday. 00:03:59
We're going to be closed those days putting that message out there, we're just reminding everyone. 00:04:09
It's part of a lot of upgrade job and very generous funding for us to improve our overall customer service. So if you have any 00:04:14
questions or you need constituents that reach out to you on those days, just want to make sure you're aware of why those offices 00:04:19
will be closed and not accepted. 00:04:25
Though that's a That's a Thursday and Friday, correct? Yes, Sir. 00:04:32
OK. 00:04:37
OK. The next is that certainly our. 00:04:38
Parkville. 00:04:42
Sympathies go out to the families of the All W Bryant High School. 00:04:43
And what happened over this weekend? 00:04:48
Such a tragic loss to students. 00:04:53
So certainly our our thoughts and prayers are with them and especially, you know, coming off of such a Good Friday night for Paul 00:04:57
Ryan High School. 00:05:01
Certainly. Are we in? I know. I can't imagine what those parents are experiencing. No, no parents should ever have to bury their 00:05:07
children or buried child so. 00:05:12
We certainly have them in our thoughts and prayers. 00:05:19
On a much more positive note, I want to thank our team members again for another outstanding game day operations this year and 00:05:23
working jointly today, we have really tried to step up the experience from public safety to everything in between. 00:05:30
Last or the last time I mentioned this was for Texas and I really focused on the great work that our police and fire departments 00:05:38
did. 00:05:42
Today I want to thank Chris Mags and. 00:05:46
His group at ESD and Eric Thompson. 00:05:50
And Selvan Green. 00:05:54
The public works team, so to speak. Those involved in that don't get a lot of recognition. 00:05:56
But it takes a lot of work. I know Eric and Chris were out there beginning at 4:30 in the morning. 00:06:01
On Saturday. 00:06:07
With their teams and so I appreciate their hard work and got a lot of compliments on that. 00:06:09
A lot of quiet heroes out there for you to make that experience. 00:06:15
Really. First class, 1st in class. So very proud of their work. Mayor cannot, cannot echo that. And I'm remiss. I meant to send 00:06:19
you a note with them on it. Those people who have chipped in. 00:06:25
To take care of this city in my district in the middle of this crowds. 00:06:32
Is noticeable. The people who live down there notice it and they appreciate it. 00:06:37
And it's. 00:06:41
It's come code enforcement ESD streets. 00:06:43
Everybody. 00:06:46
Police. 00:06:47
It it really is noticeable. 00:06:49
We've challenged ourselves to meet the high standard. 00:06:52
You've helped us by giving us the resources to meet that high standard. 00:06:56
And our team members are the ones who are out there delivering and I appreciate you saying that. 00:07:00
So we're we're going to continue to do our best to do that. 00:07:06
And we appreciate the support from the Council. 00:07:10
The last thing, Mr. Tyner, is we have three items for executive session. 00:07:12
You know. 00:07:18
I think it was. It seemed bigger Sat Friday. 00:07:21
Saturday, then the Texas game. 00:07:25
And and the only thing I could think of is that the airport. 00:07:27
Couldn't Harry. There was no place to park another plane out there where more people from Mississippi and they they were driving. 00:07:32
But it seemed like way more cars. 00:07:38
To me. 00:07:41
It it, it's built especially to me if Friday didn't seem but I guess it depends upon your time but it's Saturday felt. 00:07:41
Maintenance and I know Jeff and what he sent me at the airport. They were. 00:07:50
I wouldn't say they were slammed as Texas, but they weren't far from. 00:07:55
Yeah. 00:07:59
Wow. 00:08:00
Your team. 00:08:01
Doing really good job, very proud of their work. 00:08:03
Well, I tell you this football, I know over where I do my show at the Hampton that they don't have a. 00:08:06
Room left for the home games. You know the rest of the season, so. 00:08:12
Bama football is pretty strong and they also had parents weekend on top of the old this weekend, so I yeah, I didn't understand 00:08:18
that one. 00:08:23
They were showcasing the city, but the good news, that's the way we viewed it, is the economic development opportunity for us. We 00:08:28
want those parents to. 00:08:32
Send their children to Tuscaloosa? Sure. Great job. 00:08:36
Great work. Thank you. 00:08:40
Great work. 00:08:42
All right. 00:08:44
If his head's not too big now, Eric. 00:08:47
Tops. 00:08:50
Bring to the table. 00:08:53
Yeah, I guess since last Tuesday, Eric was appointed full time. He sure was. 00:08:55
You know. 00:09:03
Like a month around this place. So. But Eric, congratulations. Thank you, Mayor. I'll tell you, he was on the job one. 00:09:04
Half a day on a Sunday. 00:09:13
Temporary position, I called him. 00:09:15
And less than an hour, a tree was moved out of the street. 00:09:18
And that was. 00:09:22
That was your first. That was a Sunday. 00:09:24
I've got great people working with me, so yeah. 00:09:27
Everything's on them. And, you know, everything that happens is, you know, getting done by them. I'm just standing up here. But, 00:09:31
you know, I really do have a great team. Yeah, we know better than that. So I wanted to introduce you actually to one of the newer 00:09:36
members of my team. This is Tim Sullivan. 00:09:40
Here's the new director of facility maintenance. So you're going to start seeing him a lot at projects committee presenting we 00:09:45
actually. 00:09:48
Came over from the university. I hit the ground running. 00:09:52
Anything you'd like to say? I'm just looking forward to working with all of you. 00:09:56
Well, yeah. 00:10:00
Thank you. Thank you, Eric. 00:10:02
Randy. 00:10:06
No. 00:10:11
So bear with me today. You guys have got a bunch of board appointments to go with you guys. Yay. 00:10:12
All right, so the first one should be pretty easy. This is Parks and Recreation. It's already. 00:10:18
Doctor Craig Fairburn, his term has expired or will expire on the 30th of this month and if you guys remember last year he was 00:10:23
appointed to fill an unexpired term. He has expressed a desire to be reappointed for a full term and this is a three-year term. So 00:10:29
if that's OK with you guys, we can stick that on next week, six months or so. 00:10:36
He was appointed in March of 2022. I I have no problems. OK, so that one was easy. Next up we've got Tuscalusa, Tourism and 00:10:42
Sports. We've got two positions on that board, position #2 and position #11. That's Tracy Braggs and Sarah Patterson. If you guys 00:10:48
remember not too long ago they redid their bylaws. So where anyone that is serving on the board their their second term, after 00:10:54
that second term, they're supposed to be rolling off. This is both a miss Braggs and Patterson second term, so they need to roll 00:10:59
off. 00:11:05
This is for a three-year term and whoever you guys choose to fill these two positions will not be allowed to serve more than two 00:11:12
consecutive terms. 00:11:16
So if you guys would like to, if you have any ideas of who you want to appoint, or if you want to advertise for two weeks or 00:11:21
however, I'm going to put it out there two weeks. 00:11:25
Purchase. 00:11:31
So we can come back and visit him. This last guy on there, so right, Definitely. 00:11:32
OK and. 00:11:37
I agree with you on that. And then we talked about Shay Bird, because remember, she was the person that was. 00:11:39
She had applied and then she said, well, wait till the next time. 00:11:45
So yeah, we'll open the portal again this time, and then just make sure they Yep. 00:11:49
It it is. 00:11:56
All right. So last but not least, we've got the Zoning Board of Adjustments. 00:11:58
They have three seats that will need to be either reappointed or filled. So we've got one supernumerary member, Miss Mary 00:12:02
Catherine Holt. 00:12:06
If you guys remember last year, she filled an unexpired term last December. She has expressed a desire to be reappointed for her 00:12:10
first full term. 00:12:14
And then we've got two regular members, Rob Stewart and Mary are Paul Rollins junior. They both have also served on the board 00:12:18
since 2013 and 2014. They've expressed a desire to be reappointed, but this is your appointment. So if you guys would like to 00:12:24
either advertise or reappoint, we can do it either way. Definitely want to advertise because. 00:12:30
I just, I just definitely do alright. That's all I'll say. 00:12:39
So how? 00:12:43
Yes, Stewart. 00:12:45
And Rollins, she says. Hold to the supernumerary. Yes, Sir. 00:12:46
What's that? 00:12:51
For all three, or just the two regular. 00:12:53
All right. 00:12:58
You please. Alright, we'll do it. 00:13:01
That's all I have. 00:13:03
Sorry. 00:13:08
OK. That would be good because 10 years is a long time. 00:13:10
Umm. 00:13:14
Not being elected. 00:13:15
OK. 00:13:17
Mr. Holmes. 00:13:21
Sir, for that new council, good afternoon. 00:13:23
I am over towards the bottom of page 2. 00:13:27
We're on page 20. You'll be authorizing a contract with Jonathan Ray for professional services. This is not to exceed $7000 a 00:13:32

advertising and related services for the Tuscaloosa Amphitheater. A little bit of a typo just on your agenda. This is for a base 00:16:20
monthly compensation of $18,000 as we discussed last week. They do have attendance incentives and some other performance based 00:16:28
incentives that can get them above the the base amount, but it is not the total amount. 00:16:35
That's listed here. 00:16:43
On page 34, you'll be authorizing A cooperative maintenance agreement with the Alabama Department of Transportation regarding a 00:16:44
cooperative maintenance agreement for city improvements. 00:16:49
Made with an AL dot right of way regarding sidewalk improvements on McFarland Blvd. Between milepost 52.13 and 52.25 bordering 00:16:54

This is doubled up and will be presented in projects today. 00:17:05
On page 35, he'll be authorizing A authorizing an Airport Capital Improvement plan. 00:17:09

This was discussed in admin last week. 00:17:45
This is for some training with Chief Smiths folks. 00:17:48
On page 38, you'll be approving a Downtown Riverfront Overlay District permit for 2428 6th St. This was discussed in admin last 00:17:52

On page 40, you'll be authorizing commitment 24 to the fiscal year 2023 General Fund budget. 00:18:02
This was discussed in finance last week. 00:18:09
And on page 41, you'll be authorizing Amendment #25 to Fiscal Year 2023 General Fund Budget. 00:18:12
Any questions for me? 00:18:20
Yeah, I have two. 00:18:22
Yes, on the Red Mountain agreement, I'm not sure Miss Standridge in here. 00:18:23
OK, OK. 00:18:30
So I see the 18,000 a month base amount and I know there's incentives. We were briefed on that last week. Do we have any sense? 00:18:32
Of what proportions? Of how do we budget for it? What? 00:18:43
What did we put in? 00:18:46
As the expectation in the budget. 00:18:48
So we have to the outside services. 00:18:52
I'm. I'm sorry, Becca. I can't hear you. 00:18:56
Budgeted, in this case budget and operating. I'll have to get you a detail that the remaining will come out of the 501 fund. 00:19:00
So I'll have to get you a detail of that. 00:19:06
But. 00:19:08
Currently there's no OK, OK, could could you get it for me? I'm just I have no sense if. 00:19:09
Give that base amount, we expect to be. 00:19:14
50% of the total comp. 00:19:17
Or do we expect it to be? 00:19:19
10% or 90%? 00:19:22
One of the things you're wanting to make sure make sure we're all clear is. 00:19:26
Is what their total compensation is in excess of the base, their base monthly, Yeah, just we must have some expectation because we 00:19:30
budgeted for it, right? 00:19:34
So some of that works a little bit differently since it comes out of the 501 account. 00:19:40
I'm sorry, what's the 501 one account is where the revenue from your shows goes. So. So if you get a show that get that makes 00:19:46
$100,000 the the revenue the amphitheater is generating is sort of the first line to be paying for things such as the Red Mountain 00:19:54
contract. And so it's not necessarily budgeted in the traditional sense of. 00:20:01
OK, if you would just. 00:20:10
Mischief, give me a. 00:20:11
A note explaining that I would appreciate. 00:20:13
And Mr. Holmes also can I get a copy of the donation and pledge agreement? 00:20:15
All the Savings Center Foundation, Yes, Sir. Thank you. 00:20:20
That's all I have. 00:20:23
OK. Thank you, Scott. 00:20:26
All right. We have projects 230, finance 315, public safety four, then council at six. 00:20:29
Elevated advisory committee. 00:20:36
Meeting Wednesday at 11:30. 00:20:38
And airport terminal. Lunch and learn. 00:20:43
Friday, September 29th, this Friday at 11:30. 00:20:47
And how? How long will that last? 00:20:51
You know, mayor, Mayor. 00:20:54
OK, so. 00:20:58
Yeah, it says 1130 here. 00:21:00
Which one? 00:21:02
Did you learn? 00:21:04
I believe in our school. 00:21:05
So that's so this is not level 30. 00:21:08
Ohh, but that 1130 is right. 00:21:11
OK. 00:21:13
And then the strategic review task force 4:00 to 5:00. 00:21:15
OK. Thank you, Brandy. 00:21:19
That's Thursday, October 5th. 00:21:21
Any other comments from anyone? 00:21:23
Here, OK, Is there a motion to go into Executive session? Second, have a motion to 2nd. Mr. Hall, Yes Sir. Is your city attorney 00:21:26
and attorney licensed to practice law in the state of Alabama? I can certify that the items to be discussed in Executive session 00:21:32

As well as to discuss preliminary negotiations involving matters of trade or commerce in which the governmental bodies in 00:22:11

Could you repeat that please? 00:22:41
All right. If you are not. OK, have a motion second going executive session. All in favor, say aye. Opposed, OK. If you're not a 00:22:45

Right. 00:03:27
I was up there yesterday. 00:03:30
Yeah. 00:03:34
Public. 00:03:35
OK.
I am over towards the bottom of page 2. 00:13:27

monthly compensation of $18,000 as we discussed last week.

On page 35, he'll be authorizing A authorizing an Airport Capital Improvement plan. 00:17:09
