Today is Tuesday. 00:00:00
August the 15th, our first order of business is approval. 00:00:01
Of the minutes when committee members have had a chance to review it, I would entertain a motion to approve. 00:00:05
Motion. 00:00:11
Second moved and seconded. Any discussion all in favor? Say aye, aye? 00:00:12
Minutes. 00:00:17
Are approved new business. Item number one is approval. 00:00:18
Of balancing change order to the contract with St. Bond Construction. 00:00:22
For the ESD parking project. 00:00:26
Wow. It's a deductive total of 57,477 thirds second. 00:00:29
I mean my I really want you to come back more with this kind of news. This is so good because. 00:00:37
We've got so many paving opportunities in this city. Do we know, Mr. Gurney, that we need to be taken care of? 00:00:43
I'll wait. If we had the opportunity to do this more often too. Me too. I might. I might cry. Mike, it's great. It's great. News 00:00:48
Project turned out well, and as you can see, we were. 00:00:53
Well. 00:00:58
That's awesome. We appreciate you. Appreciate you. 00:01:00
Do I hear a motion? I think I got a motion and a motion. Motion. Second, all in favor, say aye. 00:01:03
No item number one is free. 00:01:08
Yeah. 00:01:12
Mr. Tyler, I will explain to you why you need to vote yes later. Now item number two is authorization to submit grant application 00:01:12
with the US Department of Transportation for project for a project. 00:01:18
Ohh God Project protect. 00:01:24
Planning grant to fund Cribbs Mill Creek drainage design No match. 00:01:26
Right. Well, Sir. 00:01:29
So. 00:01:31
What this is we did? 00:01:33
May remember we did a study. 00:01:34
All Prismo Creek number 1/2. 00:01:36
Which are basically the tributaries, if you think 15th Street by Cookout. 00:01:39
That's where there's. 00:01:44
Like to buy just upstream of there behind behind DCH and all that it does reach near the railroad tracks and all that that we did, 00:01:46
we do this funding we funded. 00:01:51
Looking at it right, the study with you guys study. 00:01:59
Identified a solution and that solution is. 00:02:02
$33 million. 00:02:06
So obviously that's something that's gonna need outside assistance with this app, what this request is? 00:02:08
Request for authorization to apply for Protect grant. 00:02:15
To do the engineering will be the next step. 00:02:18
And. 00:02:21
That's significant and so that's $1.2 million. 00:02:22
They're about. 00:02:25
Home. 00:02:27
No match. It would set us up to be in position. 00:02:28
Then you're after. 00:02:32
The same type of grant funding for. 00:02:34
Questions So so this is also the one that hits. 00:02:38
What I call Parkview, but it may have a. 00:02:42
15th St. and 10th Ave. 00:02:46
That's not the same basis. 00:02:49
Parkview Basin. 00:02:54
Runs out, so the Parkview is really at the top of the base. 00:02:56
There's some, there's some more stuff on the north side of the railroad tracks. 00:03:01
But it goes. 00:03:05
Actually through close system across central athletic fields and Forest Lake. 00:03:08
Yeah, they're they're a little bit of force, like and then, you know, the truth is the little. 00:03:14
A channel where you're Hard Road and 2nd Ave. 00:03:18
Ohh down there that's that's kind of where that. 00:03:22
Eventually gets free flow. OK, so in a in a partnership like. 00:03:26
It's just with the university who who takes a lead. 00:03:31
But we're the. We're. We have to be the. 00:03:35
The sponsor of the local municipal. 00:03:39
OK. What's the, what's the time frame, Brian, I mean if we. 00:03:44
Well, we know. 00:03:49
If we if we're awarded. 00:03:50
I'm unsure of when will those. 00:03:53
If we're awarded. 00:03:56
Expected 90 days under the obligation dates. They requirement is in two years, September. 00:03:58
Of 25 it's gonna be completed, so I would expect. 00:04:03
You know by the end of the. 00:04:07
I said 90 days. 00:04:09
Do we know how competitive this particular grant? 00:04:11
Is. 00:04:14
I think it's. 00:04:16
Highly. 00:04:17
Sitting in meetings, talking about. 00:04:21
Right. Better do this for us. 00:04:24
I'm sorry Ron. So the about the obligation date is not the completion of the study date. The obligation date is just that we are 00:04:28
under contract and that we are we have obligated the funds through that so. 00:04:35
That dot has reviewed the contract and has approved that we can spend their money on the contract. That's all the obligations they 00:04:42
need. 00:04:46
Um. 00:04:49
Does it protect us? This is the first year they've done it and so it's a brand new. 00:04:50
Opportunity for the city of Tuscaloosa to be able to apply for it. It's just it's been made specifically for. 00:04:55
Basically our. 00:05:01
Needs exactly for this style of a of a project to apply. There are two separate types of applications that you can have through 00:05:02
protect. One is a planning grant and one of the actual construction grant. If we fulfill the planning side of things, we might be 00:05:07
in a better city. 00:05:12
Scenario here to apply for the construction grant the next time around. 00:05:18
This is a significant project, probably about, what, $15 million? 00:05:23
Approximately 12. 00:05:27
Construction and thought you said 33 so. 00:05:28
When we were doing it for build a couple of years ago, but so that was. 00:05:33
You know, we wouldn't be able to really fund this on our own without. 00:05:37
Possible federal help and so we're trying to get in the best possible scenario to be able. 00:05:41
To do that. 00:05:45
Is is is this internal Gray matter? Doing this Gray matter is doing the full application in conjunction with the University of 00:05:47
Alabama and algod. 00:05:52
Let's go ahead. 00:05:58
Some of the the parameters, I guess they're they're the criteria they're. 00:06:00
They're looking at is. 00:06:04
Of supply chains, you know they want resilient supply chains and so if we think this is. 00:06:06
Good qualifier for that with the railroad track. 00:06:11
The highway. 00:06:14
Nice. 00:06:16
That's good. That's something that. 00:06:17
I'm good with it. Yeah. Motion moved, seconded. All in favor, say aye, opposed. Item number two is approved. Thank you, Brian. 00:06:20
#3 is authorization for adoption of airport rent abatement and hanger development policy. Welcome, Jeff. 00:06:30
Good afternoon. 00:06:37
These first two items are associated. We've had various council members ask us to look into a potential incentive policy. We've 00:06:39
had the Airport Advisory Committee ask us to to do the same. When we looked at various concepts to try to figure out how can we 00:06:45
address the 100% capacity that we have in the airport, we've had it. 00:06:52
I know at least for the past 10-15 years, if not longer, and trying to find ways to encourage development that promotes more 00:06:59
capacity. 00:07:02
At the airport we've had some developments across the the airfield, but this one specifically is trying to promote development of 00:07:06
multiple aircraft. 00:07:10
In one development, sometimes they're called shade ports. T hangers, community hangers are all different layouts. 00:07:13
The basic premise is that there they can hold multiple aircraft for multiple people and that helps us grow the airport. 00:07:20
And we looked at grant type programs. 00:07:27
We've looked at funding it purely from a City side, We've looked at or try to work with parties that have done it with 100% 00:07:30
private. 00:07:33
Funding. 00:07:37
So our recommendation is looking at kind of a public private partnership. 00:07:38
Into where we look at simply a rent abatement up to five years and seeing if we can help offset those initial construction costs, 00:07:42
give them the ability to get a return on their investment. 00:07:47
And see what this policy has the the recommendation is limited only for 12 months and then we come back and just review it. 00:07:51
And seeing if it's up to update our asset, right, absolutely. I mean that's important. 00:07:58
What? 00:08:05
When we say the airport. 00:08:06
Is that 100%? 00:08:08
Occupancy for over 10 years. 00:08:10
That that does not include the two FBO's. 00:08:13
It does it all. The hangers that they have, the hangers that we lease, the private hangers on the airport, everyone is really, so 00:08:17
our spaces and their spaces are all book. 00:08:22
Absolutely. 00:08:27
You know. 00:08:30
Jeff, I I know you and I've had several conversations about this, but. 00:08:31
I'm very appreciative. 00:08:37
Of of the willingness to step out and look inside, This is kind of a different way of doing things right because I think the more. 00:08:40
These public private partnerships, I think really, really, really work well if if we structure in the right way. 00:08:47
And and we incentivize somebody to do this and then it's upgrading our asset, right. And absolutely and it keeps the city from 00:08:53
probably having to spend. 00:08:57
Millions of dollars. 00:09:02
And hopefully my car airport better and we can get the terminal fix. We're going to be in a great. 00:09:04
Either a new terminal or whatever we're going to do, right? That's that's. 00:09:09
I think that's. 00:09:12
Big Data one. Kudos. 00:09:13
To you and. 00:09:15
The Airport Advisory Committee, I'm assuming they're behind this? Yes Sir. Correct. And vetted this. 00:09:16
How many How many 100 spaces do we have? 00:09:21
We have over about 106 aircraft and so. 00:09:25
Comes down around 25 to 28 hangers. 00:09:28
What do you think are expected to handle? 00:09:32
Number would be. 00:09:34
Our new number, yes. 00:09:36
This will grow six additional spaces. 00:09:37
For the airport. 00:09:40
This one or the development that's coming in behind this recommendation, we have a lease that wants to take advantage of this now. 00:09:42
So their proposal to add six more spots and we're going to put this on our our airports website. 00:09:49
To let everybody know that people can take advantage of this. 00:09:54
It can be people that are currently on the airport can. 00:09:56
Take advantage of this, and any new tenants can take advantage. Do you have two? Councilman Wilson's point if you're going to 00:10:00
start, if we approve that item with six? 00:10:04
Do you have an estimated number that? 00:10:08
You think this might? 00:10:11
Could generate? I mean, what's your expectation of what? 00:10:13
This policy we would like. 00:10:15
We would like to see getting closer between 130 and 150 spots on the airport, so we have one. 00:10:18
Interested party now? 00:10:24
I think as we get it more out there in the public that it's available, we'll probably see some from additional interested parties. 00:10:25
How much room do you have or have? 00:10:33
Can you tell? 00:10:36
I mean, if you just want Christ. 00:10:38
We've probably got. 00:10:41
200 acres of developable land that's not being used currently. 00:10:42
But it wouldn't. It wouldn't hurt the future for plane landing or. 00:10:46
No, Sir. It's part of our master plan shows us where we have ample locations. So depending on the size and top of the velopment, 00:10:50
we kind of know where to put it on the airports or kind of efficiently locating everything. 00:10:55
So we've probably easily got 50 plus acres for this small size of the developer. 00:11:01
Jeff, will you go back and repeat something that you said that? 00:11:06
Anybody can apply to do this? 00:11:11
There's not one firm that's going to do this. 00:11:13
This is open to people that are leasing space from us right now. 00:11:16
And other people that would like to lease space that have been. 00:11:20
Turned down because they're. 00:11:24
All the space is being used because I know some people will say thanks to me that some people have hangers. 00:11:26
And they're not even using. 00:11:31
They don't have a plane in them. 00:11:32
But but this will allow. 00:11:34
Ultimately, more funds for the city. 00:11:37
And for development of our airport, correct it will. So I think that's important for the public to know. 00:11:39
And and there's not one person that's doing it, it's. 00:11:46
Multiple people. Is this coordinated with our FBS? 00:11:49
It's coordinated with the advisory committee. So our FBO's are a tenant just locked our private, that's what I'm asking, but 00:11:52
they're a tenant who also. 00:11:56
Creates and leases spaces, right. That's correct. Within there are lease parcel that they have. 00:12:00
So what I'm trying to get at is. 00:12:07
Is. 00:12:10
We're not stepping. 00:12:11
We're not stepping. 00:12:13
On our. 00:12:15
Our contracts with them. 00:12:16
Yes, we we are not, we are not we're not impeding and they are eligible to apply for this abatement as well. We're not like. 00:12:19
The franchise or licensing? 00:12:28
A Starbucks here. 00:12:30
And then? 00:12:33
On the block on either side, a year later, that's what I'm trying to get at. So an example, if they've got 10 acres within their 00:12:34
lease property that they haven't developed yet. 00:12:39
They can take five of those acres and apply it to this policy and get renovate milk. 00:12:44
For that acre within there. 00:12:49
There at least area that's good. 00:12:51
I'm good, so moved second. 00:12:53
Any other discussion all in favor, say aye. 00:12:55
The item is approved. That's item number one. 00:13:00
3. 00:13:03
Item number four is authorization for the Mayor to execute a hanger lease agreement with Tailwind and Blue Sky. 00:13:04
Aviation LLC. Jeff this is our our first interested party to take advantage of the rent abatement policy. They are interested in 00:13:10
building AT Hangar consisting OF6 aircraft. 00:13:17
They're to locate centrally on the airport just northwest of the main terminal. 00:13:23
Where the TPD hanger is, that's where they would like to locate and like to take advantage of a five year rent. 00:13:29
So. 00:13:36
They're gonna build a new hire. 00:13:37
That's correct. 00:13:39
The way that I had a, where are they from? 00:13:41
Their local Mr. Phillip Connard and Matt Mattis. 00:13:43
Macau. 00:13:48
Caddis with civil works construction. 00:13:49
Ohh, I'm glad that. 00:13:52
Yes, Sir. So they're they're basically gonna build the hangar. They're gonna give him an abatement like on for five years to help 00:13:54
them also. 00:13:57
And build new. 00:14:01
Build brand new on our. 00:14:02
On our property, so move. 00:14:04
That's good. 00:14:08
2nd. 00:14:10
Moved and seconded. All in favor, say aye aye. Item number four is approved. Item number 5 is approval. 00:14:11
Of work authorization with Atkins North America to provide design and bid phase services for runway 1230 crack seal coat. 00:14:18
Project $498,000, Jeff. 00:14:25
So the next two are associated. This is our first step in getting Atkins to provide the bid and design phases. 00:14:29
For a 5050 grant, that's alpha only. Typically we do an FANL dot grant. This is a aldot only for. 00:14:37
Pavement maintenance we are. 00:14:44
Needing to provide a seal coat and crack repair on the short runway. 00:14:46
Something of note with that particular piece of infrastructure is not FAA eligible. 00:14:51
So we are, we are very fortunate that ALDOT was willing to fund 50% of this. 00:14:56
Pavement maintenance. 00:15:01
And the number actually should be updated to 99,791. 00:15:02
And $0.31. 00:15:07
It is. 00:15:09
Once they are gone through the design and bid phase, they'll come back and apply that number and that will allow our dot to award 00:15:13
the grant to the City of Tuscaloosa. 00:15:17
This, says construction phase services also include all three. 00:15:24
Someone. 00:15:30
Moved. Seconded all in favor, say aye aye Item number 5 is approved. 00:15:32
I have #6 authorization to submit grant. 00:15:37
Final run application with ALDOT for the runway. 00:15:40
1230 crack seal and seal coat project total is $498,000, so we're asking permission to go ahead and apply for the final grant 00:15:43
applications once we get those bid numbers back. 00:15:48
So that ALDOT can award the grant to the city. So moved. 00:15:53
So. 00:16:00
We apply for this grant. 00:16:01
The half million we'd come up with 250. 00:16:06
That's correct. 00:16:08
And that's already in our. 00:16:09
Airport improvement funds already in the budget. 00:16:13
2nd. 00:16:16
Moved and seconded all in favor. Say aye, aye. 00:16:18
Opposed. 00:16:22
Motion carries. 00:16:23
Jeff, thank you for your leadership and what you're doing at the airport. 00:16:25
Thank you. 00:16:28
Is there any other business to be brought before our committee this afternoon? 00:16:31
Our next meeting? 00:16:36
Of our committee will be next Tuesday, August the 22nd of course at 2:30. 00:16:38
If there are no other items to be brought to us, I would entertain a motion to adjourn, so move second. 00:16:44
Moved and seconded all in favor, say aye. 00:16:50
We are adjourn. 00:16:54
