Projects committee meeting today is Tuesday, August the first or first? 00:00:00
Order of business as approval of the minutes, so moved second. 00:00:04
Moved and seconded. Any discussion all in favor. Say aye, aye, Minutes are approved. 00:00:08
New business item number one is approval. 00:00:13
Of change order number one wait. 00:00:16
Is that? 00:00:19
That was technical difficulty. Thank you. 00:00:22
Approval of change order number one with Christ Civil Services for the 2023 sanitary sewer rehab and Repair project. There is no 00:00:25
cost increase, Kimberly, we love it when you come with that increase. 00:00:31
This ought to be quick. Yeah. Welcome. Hello. This is an athletic contract with Price Civil Services that makes repairs to our. 00:00:38
Sanitary sewer lines and there's some items that we've come across that have not been. 00:00:45
Um, spelled out in the bid package. So this is adding some line items that they could charge to, but it is a no cost increase. 00:00:50
That's right, that's awesome questions from committee members. 00:00:54
Why were they not in the bid package? 00:01:02
In the last. 00:01:04
I guess four years that we've done this, those weren't items that have come up and so they're now things that were that are coming 00:01:05
across that. 00:01:08
Are coming up with repairs that need to be made. 00:01:12
2nd. 00:01:15
Moved and seconded. All in favor, say aye. Item number one is approved. Item number two, approval to enter into minor public works 00:01:16
contract with Ricks. 00:01:20
Service Company for lift station #8 generator replacement. 00:01:24
Project total is 47,850 Kimberly. 00:01:28
This is just to replace the generator at live station #8. The current generator has failed and cannot be repaired, so this is a 00:01:31
replacement for that and this is all be funded out of our operations budget. 00:01:36
Question. 00:01:42
Motion. 00:01:43
Second, moved and seconded. All in favor, say aye, aye. Item number two is approved. Item number three approval to enter into 00:01:44
public. 00:01:48
Works contract with Mark Johnson. 00:01:51
For the Ed Love Water Treatment plant concrete coating project Total. 00:01:53
236. 00:01:57
374 Kimberly. This project was one of the ones that were derived out of our consent order due to the fluoride spill. 00:01:59
So this is the coding of the concrete, the structures within Ed Love that house the bulk chemicals and so it's a protective 00:02:06
coating and chemical coating. This was bid, Mark Johnson was the low bid at $236,374 and this is funded out of our water and sewer 00:02:12
facility renewal account. 00:02:18
The 236. 00:02:25
Kimberly is. 00:02:27
Just for the coding. 00:02:29
Yes Sir, it's concrete coatings. It's a chemical proof, concrete or chemical resistant. 00:02:31
Coding. And it's coding all the concrete structures, the berms, the vaults, the things that house. 00:02:35
The bulk chemical. So it makes it like an additional containment area that would hold the chemical in the tank. Water leak again. 00:02:40
And has this been part of the plan? Yes, Sir. OK. 00:02:45
So it's coming out of the money. 00:02:49
Originally set aside. 00:02:52
For that. 00:02:54
The reestablishment of that. 00:02:56
What do you call it? The. 00:02:58
Is the facility part of the facility renewals and upgrades that we have to do within the plants that are actually housed within? 00:03:00
The. 00:03:06
The. 00:03:07
I guess it's housed within the CFG. 00:03:07
Budgets, but it's specific to warranty work. 00:03:10
So we have those two facility renewal funds that have their own you know budgets that gets thicket transferred from. So both 00:03:13
general fund and water and sewer every year have a certain amount that they have transferred out of them into their facility 00:03:18
renewal funds. This is for water and sewer specifically. 00:03:23
So being run off like we had last time. 00:03:30
That will happen again. 00:03:33
We hope the other never does either, but he does. 00:03:36
We're better protected. 00:03:40
Second, moved and seconded. All in favor, say aye. Item number three is approved approval to enter into major public works 00:03:43
contract with Southern. 00:03:47
Heating and cooling for Annex 2 chilled water pump project total is 1000. 00:03:51
475, Eric, welcome. Thank you. So this is coming out of our outside services. 00:03:56
Account is the Annex 2 chiller just needs to be replaced. It's aged out, so we're looking to go ahead and get that taken care of 00:04:01
before it becomes an issue. 00:04:06
Question. 00:04:12
Which one is that X2? I'm sorry. 00:04:14
Court in Accounting and Finance. 00:04:16
Good question. 00:04:20
Second lease house. 00:04:25
All in favor, say aye aye #4 is approved. I don't know item number 5. 00:04:28
Approval to enter the minor public works contract with Ryan Metalworks for installation. 00:04:33
Gate and fence is the Westervelt Warrant Transportation Museum. 00:04:37
Total is $2650 there, correct? So this is coming out of our outside services account also. 00:04:41
This is for a gate to block off part of the backside of the museum. 00:04:47
We're having the issue with some people trying to. 00:04:52
Break in or sleep? 00:04:55
In that area. 00:04:56
We're hoping to get this. It's a decorative gate put up to keep everyone out. It's just secure. 00:04:57
Over. 00:05:02
To the. 00:05:04
North, the West, Northwest side. 00:05:05
Or back up is in the South. 00:05:08
Northwest side. 00:05:11
OK, for those. 00:05:12
What is that recycling dumpster? So there's a small area where they're able to get up under. 00:05:13
And so this case is going to get a, block it off, and keep them. 00:05:18
Keep some of the issues out. 00:05:22
Motion second moved and seconded. All in favor. Say aye, aye. 00:05:24
Item number 5 is approved Item number six. 00:05:28
Approval to enter into minor public works contract with Surf Pro. 00:05:32
For HVAC cleaning at Fleet Services, the total. 00:05:35
Is $890.00 Eric. 00:05:39
So this is to obviously clean the HVAC, some of the duct work at Fleet Services, we've noticed that there's some. 00:05:41
Particularly coming down and we're just trying to get that cleaned. It's going to come out of outside services also. 00:05:48
Question. 00:05:52
Motion second. 00:05:55
Moved and seconded all in favor, say aye. 00:05:56
Item number six is approved Item number 7. 00:05:59
Approval of work authorization with Atkins North America for environmental assessment services regarding runway. 00:06:03
422 extension project total is 321 four 8516 Jeff, welcome. 00:06:10
Good afternoon. 00:06:16
Ohh, excited to kick start this project, the passing of the 2023 bill and Congress. This project was selected for the extension of 00:06:17
runway 422, our primary runway. 00:06:23
It's our most key piece of payment that we have to to bring in aircraft and prepare for the. 00:06:30
Future growth. 00:06:35
So out of the this, this large project, the environmental assessment is is phase one. 00:06:37
Phase two design. 00:06:42
And creating the construction plans and then phase three will be the actual construction. 00:06:44
We're predicting construction will start around 2025. 00:06:48
So we have the fee audit back from al.net FA to go ahead and submit this spark authorization. 00:06:52
We do have a grant application request coming next week to follow this, but this allows us to go ahead and allow Atkins to get 00:06:57
started. 00:07:00
On the whole, project is is showing to be 90% federal, 10% local, unless Aldata does choose to participate in their 5% so. 00:07:04
This is the phase one with the $321,485. 00:07:14
Which the local sheriff of the city is just over 32,000 once the grant award is provided to the city. 00:07:19
Do you have the the total amount of that? 00:07:26
Congressional Participation was what, 20? 00:07:28
26.2 million dollars, 26.2 million So that money comes, it's been approved, right? It's. 00:07:31
So that money comes to us. 00:07:38
Through various grants, right? But that money and you probably got a time limit. 00:07:40
Yes, Sir. And when it takes to draw that money down, right? 00:07:46
Absolutely. OK. 00:07:48
So. 00:07:50
When all of this is said and done, when do you think we will be finishing this? 00:07:51
Runway extension. 00:07:56
Upgrades and all that 20/25/2025. 00:07:57
There's certain hurdles we have to get to before they release the next phase. So we're kind of limited to how quick they process 00:08:01
all of our documents, so. 00:08:05
Based off our timeline, if we start. 00:08:09
Later this month we're we're shooting for March 2025. Ohh, that's gonna be great. Are they good? So doesn't mean we're coming up 00:08:12
with 2.6 over the. 00:08:16
Over all three phases it's around 2.9. 00:08:21
2.9 or if. 00:08:24
Dot kicks in. 00:08:26
One point. 00:08:28
4. 00:08:30
That's correct. And we already have these allocated in our Elevate 10 year plan. There's 3,000,000 currently set aside for FAA 00:08:31
grant matches. OK, when do you know? 00:08:35
If Alberto participate or not? 00:08:41
I mean, I'm sure we've asked them right to participate. 00:08:43
When do they? 00:08:46
When do they typically? 00:08:46
Give you an answer on that. In our normal project cycle for FAA grants it's around January. This ones outside that normal 00:08:48
schedule, so it's. 00:08:52
It's gonna be on a per. 00:08:56
Project or per phase? 00:08:59
We're thinking they're going to participate in this one, but they have not given us official notice. 00:09:00
I'm sure they're getting internal approval through the director of L dot. 00:09:05
And the governor, but right now we've not received notice that they are going to participate in any of the the three phases. 00:09:09
They're going to be limited on a per year. So something in 25, they're not going to be able to provide any guarantees at this 00:09:13
time. I don't know what their funding. 00:09:17
Because I just passed. 00:09:22
I guess what 23 budget? Yes Sir. 00:09:24
Is the match homogeneous buffets or just at the end of it? 00:09:26
You had to have had. 00:09:31
2.9 In there by face by face. 00:09:33
This is another project on the long list of thank yous for Senator Shelby. 00:09:37
Absolutely. We do appreciate you signing, but what you do for our community have done and continue to do so. 00:09:41
Any other questions? So moved. 00:09:47
2nd. 00:09:49
Moved and seconded all in favor, say aye, item number seven is approved. Is there any other business? 00:09:50
To be brought before this committee today. 00:09:57
Before I ask for that motion to adjourn our next meeting. 00:10:00
Will be next Tuesday, August the 8th. 00:10:04
At 2:30, I would entertain a motion to adjourn. Second moved and seconded. All in favor. Say aye. We're adjourned. 00:10:07
