Yeah, I'm just going to do it kind of a mini introduction. And then Josh, framing with Jacobs is going to actually do the 00:09:53
presentation. But if you recall a few months back, we did the Jacobs contract to help us plan out how we needed to best spend the 00:09:59
money that we had for this round of funding for the AMI project. How we got to where we are today is. 00:10:05
Four years or so ago we did the initial phase of it. We had very limited money and so we chose to at that time was to deploy the 00:10:11
infrastructure. You know if you'll recall I I mentioned it, I called it like the cell towers. So we put out all the cell towers 00:10:18
and our waiting for the cell phones. So we put out all the infrastructure and then our goal at the time we deployed around 65. 00:10:24
100 AMI meters at the time and our goal was that we would be able to roll out a lot of that on our own and then with COVID and. 00:10:31
Shortage in labor and all that. We just haven't gotten to that far that phase where we wanted to get. So we hired Jacobs to help 00:10:38
us plan how to best spend this phase of money that we're having, which is how much between 5:00 and 6:00 million. And it just 00:10:42
depends on how much we have left in the operations budget. We have it in the bond and then we also have some that we're trying to 00:10:47
use SRF. 00:10:52

And so that's this phase and then we'll complete all the residential meters with the next round of bonding that we'll come to you 00:10:58

So just to kind of briefly explain what Jacobs has done for us in this and and if if this had been a traditional rollout of AMI 00:12:48
where we had all the money at one time, we probably would have done things a little bit differently. We could have done a full 00:12:53
replacement or a full deployment of everything at one time. We wouldn't have had to be. 00:12:57
Quite so strategic with our funding that we had or how we deployed it. So the main goal of this particular phase was to be able to 00:13:02
get is to maximize the amount of AMI meters that we have out in the system. 00:13:07
Which in turn maximizes the hours that we have to spend on the other meters for reading and reading more accurately, things like 00:13:13
that, that we are currently spread really thin on. 00:13:17
So having this, this phase will get us 15 to 17,000 additional AMI meters and that's 15 to 17 that we don't have to go and read 00:13:22
every single month out in the field. 00:13:26

So some of the things that Jacobs did, First off, they evaluated the performance of our existing AMI system to make sure it was 00:13:43
effective in operating appropriately like we felt like it was because we had bought into that before. So that's the technology 00:13:47

And also they had to go in and scrub a lot of our data. As y'all know that we've talked about data issues in the past that we've 00:13:56
had repeatedly. So we couldn't even go out it. It took them a while to evaluate data and make corrections to things before they 00:14:01
could even fully look at all of our data because of problems and things that we've had with data entry and things like that. And 00:14:06
we've been working really hard on cleaning up the data. 00:14:11
All across the board with it, just whether it be with meter information, the customer information, different things like that. 00:14:18
And then also what Jacobs is doing is they're recommending the path forward for the rest of the project and how we get to the end 00:14:25

So it's a very commonly adopted fixed network solution manufactured by Itron. 00:17:02
There's different components to this system. There's the collection network composed of collectors and repeaters. 00:17:06
There is a battery that has to be replaced every eight years or so, but it will essentially last forever as long as you keep 00:17:11
maintaining it. 00:17:14
The meters and the end points generally have a shelf life of 20 years. 00:17:17
So we looked to really maximize that useful asset life. We don't want to have to go back in the next 20 years and have to do 00:17:21
maintenance on it. 00:17:24
So when possible we try and install meter and endpoint at the same time to get that maximum useful life, minimizing the amount of 00:17:27
field business that need to happen between now and end of life. 00:17:32
There are some assets in the system today that we've identified through the data scrubbing effort that are partially upgraded, the 00:17:37
meters upgraded, but not the endpoint. The endpoints upgraded but not the meter. We will have to visit those to get them fully on 00:17:40

But I think to getting back to your question, I want to emphasize is. 00:17:48
These assets are designed to last 20 years in the field, the meters and the endpoints. They've been proven on other large systems. 00:17:51
And in fact, this particular solution that you have has already been demonstrated to last well over 12 years, just because it's 00:17:58
only 12 years old without any major battery issues so far. 00:18:02

Due to the age of some of the drive by stuff or having to read more manually and things like that, I do feel like or we have 00:19:25
talked about and you will see a reduction in the number of meter readers that are needed, but they will start transitioning to 00:19:30
meter maintenance technicians. They'll be learning more of the technology. There's different things that can happen in the field 00:19:34
that might need to be replaced there. 00:19:39
Still going to be situations where you know, we're still every day, you know, learning more and more about the system and things 00:19:45
that we. 00:19:48
Fault or or that we didn't even know were there that we're finding that maybe haven't been billed correctly. And so there's 00:19:52
different pieces that are related to this whole puzzle that most of these employees will fall back into a different piece than 00:19:56
that, but they were still be field personnel. 00:20:00
Will still be required vehicles for, you know, transit going back and forth to them in the system doing replacements because we'll 00:20:04
have a full maintenance program related to these as well. 00:20:09
For testing for the large meters for other things like that, so there will be a transition to. 00:20:13
To continue using those employees, no one will be. We won't just be cutting out of employees. Well, one of your briefs in the 00:20:18

What happens with AMI is we're going to change the way meter reading works. Right now it's very reactive. We have a cycle on a 00:20:43
route that's due for reading, and we hope we get as many meter reads as possible with the limited staff that we have, which we 00:20:47
know is a problem today. 00:20:50
And any problems that happen as a result of that, any inaccurate meter reads we deal with after the fact. 00:20:55
That completely changes with AMI. We shift the organization to be proactive. We're looking ahead of the billing window opening to 00:21:00
identify problems and fix those prior to the billing window even opening and the billing read being needed. 00:21:06
That results in accurate reads. So those resources that are limited now we need them to help maintain this AMI system, these 00:21:12
meters and these endpoints. 00:21:16
To make sure the reads that go out are as accurate as possible. 00:21:21
That means there's probably things that are going on today that aren't on AMI that we don't know about. It could be tampers. 00:21:25
It could be cut cables, it could be other events that happened that we don't know about until it's time to roll that truck. 00:21:30

So with that endpoint is connected correctly to the meter and there's no events or alarms and alerts that are staff needs to 00:22:41
maintain that reading is correct. There's also checks and balances we put in place during the implementation phase through 00:22:46
standard operating procedures to make sure when the installer does change out that meter, they're looking at the right meter and 00:22:51
not the neighbors meter because that is unfortunately some things that go wrong. 00:22:56
But we do these projects around the country. I've been doing these for 13 years, probably over 4,000,000 meters. So far the way 00:23:01
these projects go successfully are by bringing the correct procedures that help avoid those mistakes, avoid working on the macro 00:23:06
level. It just occurs. I assume we know how much. 00:23:11

We do to the most part. There are some losses in the system through real losses and non revenue water, but certainly with the AMI 00:23:23

What things are going to be like it be like in the future state of AMI? Most utilities don't have that opportunity. It's a blind 00:24:44

For you, what we've identified is that your meters are working excellent best in class. For ones that are operated to MIT, 00:24:52
certainly the ones that are not on AMI, there's room for improvement. But we can see what happens in terms of increased accurate 00:24:56
bills going out in terms of reliability of the meters when we look at that real data set that we have in the billing system today 00:25:01
and it looks really good. 00:25:06
So most of the billing problems that people complain to us about are not AMI related. 00:25:11

an overview of AMI benefits very briefly because I've spoken about some a status of the 6500 upgrades to date. 00:25:49
I will be speaking about the phased approach, the implementation, the path forward and how we're going to be engaging with 00:25:55
customers. 00:25:58
Why do we do AMI projects? It's for four primary reasons. Operational efficiency, customer service improvements. 00:26:05
Water efficiency and metering services. 00:26:12
Just to give one example, and it's my personal favorite, it's about customer service when a customer calls in with a high bill 00:26:14
complaint. 00:26:17
We covered the numbers briefly, but so far there are 4400 plus AMI meters upgraded to date. 00:26:56
The network is online, the collectors and repeaters, we have 6500 endpoints installed. The difference between those two numbers, 00:27:03
if I can get ahead of you with that question, that's because we have some endpoints installed where we do still need to change out 00:27:07
the meter. 00:27:10
So there's different job types that we're gonna be doing in the field. Sometimes we're gonna change out the meter, sometimes just 00:27:14
endpoint, sometimes all of the above. That's the difference between the 4400 and 6500. The software solution is in place today and 00:27:19
providing accurate reads to the. 00:27:23
To the billing system, Excuse me. 00:27:28
As I mentioned in the introduction, so far your meters that have been upgraded 6500 with that endpoint, they're providing 99 plus 00:27:30
percent actual reads every single billing cycle. 00:27:35
That's best in class. 00:27:41
That's what utilities are looking for. 00:27:43
Moving forward with this project. 00:27:48
We're going to be looking to take on phase two in the fall or winter of 2023, followed by phase three in 2024. Phase two will 00:27:50
include 69 routes. 00:27:54
18,000 plus meters, about 35% of the population. 00:27:59
And this is primarily identified to free up meter reading resources, as Kimberly mentioned. That's what we're trying to do. We're 00:28:02
short staff right now. We don't have enough people to keep up. So what can we do to get those resources to do things more 00:28:08
efficiently? It's by focusing on phase two. On the next slide, I'll talk through the methodology of what went into phase two. 00:28:13
For phase three, that's the remaining of the residential small meters that are primarily manually read today. 00:28:19
This slide is about how do we go about identifying what should be a part of phase two. 00:28:27
The approach for determining where phase two occurs was really comprehensive. It was an iterative process with Jacobs working 00:28:33
closely with the city. It began with data requests on the assets installed, ones that are partially upgraded versus fully 00:28:38
upgraded, and assessment on the operations to date. 00:28:43
The routes were picked to maximize AMI saturation. 00:28:48
Freeing up meter readers to do other things. 00:28:51
This began by working with the meter population file, identifying the routes that are partially upgraded. 00:28:55
During summations on the different job types, etcetera, the routes basically that were highest percent upgraded, let's finish them 00:29:01
up. When those days come up for meter reading, they can do something else. If they're short staff, we don't need to send them out 00:29:05
there to manually read those meters. 00:29:08
This approach yielded installations across all the council districts as a result. 00:29:13
How do we get this project done? What's our path forward? 00:29:22
Developed and execute the specifications, move to procurement complete phase two later this year and transition to phase three and 00:29:24
next year and begin that effort. 00:29:28
These projects are very different than most engineering projects that Jacobs does and you may do. 00:29:37
These are very customer facing projects. 00:29:42
Implementation proceeds smoothly when customers and other stakeholders. 00:29:45
Are communicate with frequently and consistently. 00:29:48
When council is briefed about the project, you have information to answer customer questions about. What does this new meter 00:29:51
doing? What are the benefits? How does it impact me? 00:29:55
It's our job to make sure you're brief and communicated before this project resumes. 00:29:59
Implementation planning begins with clear and concise information about AMI, program purpose, benefits, and its impacts. 00:30:03
We need to provide you with easy to access information. 00:30:11
And questions or concerns that might have from our past experience on other projects. We do this all over the country. We're not 00:30:14
starting from scratch. We will tell you all of the FAQ, we'll tell you all of the other issues that we've ever seen and how to go 00:30:18
about addressing those, how to answer those questions. 00:30:23
We'll be providing proactive and timely notifications to customers and ongoing customer engagement tools. 00:30:28
Our team has also been designing what will the customer interaction interaction experience look like. 00:30:33
We don't just show up and turn off the water and upgrade meters. 00:30:38
We notified this team first. We send letters to customers ahead of time. We knock on the door and say Sir Madam, can we please 00:30:41
turn off the water for 15 minutes while we quickly change out your meter? We leave them door tracks after the fact so that in case 00:30:46
they have any follow up questions, they know where to find that information. 00:30:50
There is lots of communication. It's when we don't communicate. These projects aren't successful, so we will do ample and 00:30:55
excessive communications. 00:30:58

$6,000,000? That's how we identified phase two. What's the best bang for our buck with these to close out routes? 00:31:32

All the meters need to be upgraded. It's not a matter of these and not those, it's just a matter of where do we start based on 00:31:57

Phase three is planning to start in the spring of next year. I can't answer your question today and say that's necessarily all the 00:32:02
old ones or the new ones, right? But even if we don't get to in phase two starting end of this year, we're going to start with it 00:32:06

Where we got problems, right, Yes. So we've identified. 00:33:28
Which meters have not resulted in the best billing performance? Which ones could be improved? 00:33:31
We've looked at the routes that have been partially upgraded or fully upgraded. We've looked at the different mix of old meters 00:33:36
versus new meters, old end points versus no end points and other assets that need to be upgraded. 00:33:41
So all of the meters are going to be upgraded in either phase two or phase three for the small meters. 00:33:47
But in terms of operating and knowing how to. 00:33:52
Look at the system, once it's up and running, which we are doing today, it really requires a new way of running the utility. It 00:33:56
really requires a new way of looking at the billing cycles prior to the meeting. 00:34:00
Reading window opening, knowing what's coming in from the plants and the pump stations and what's being consumed. 00:34:05
So it's really. 00:34:10
A bit of a mixed answer I think to address your question of there's a lot of ongoing deployment planning plus operations while 00:34:12
we're running the system. The nice thing about AMI projects if I could, is it's not like overnight we just flip a switch. This 00:34:16
isn't a go live for our software system. This is a slow transition. There's only so many meters you can solve a day going doing 00:34:21
these projects correctly. 00:34:26
So as part of that, there's a learning curve for utility staff to know how to correctly operate these systems, but also a chance 00:34:31
for us to always make sure we're identifying. 00:34:35
The biggest bang for the buck earlier in the project, so Josh along those lines of operations. 00:34:39
Um connect disconnect. Will persons be manually listed? Let's say they manually got to pay their bill, they be manually 00:34:44
disconnected, or will it be controlled in a centralized location? 00:34:50
Good question. There is technology out there today that could remotely connect and reconnect a valve that is currently not the 00:34:57
solution that is in place today. There is an option to add that if there is a need. 00:35:02
But today that's currently not in scope. There is a business change that's available that we recommend utilities take to. 00:35:07
Still get the efficiency of AMI operations. 00:35:14
For example, let's say using your example, someone gets disconnected for non payment. Yes Sir, OK. 00:35:16
Once that customer is turned off, we can remotely read the system in case they turn themselves back on. We don't need to send 00:35:23
meter readers out there to look at a meter and make sure it's off month after month after month. 00:35:28
That's not a valuable resource, so that's not a good use of time once we have AMI, so we can save that labor cost. 00:35:34
By using the AMI technology, but there is technology out there today that can do remote disconnect technology. Thank you. You're 00:35:40

have if there's a major break somewhere, things like that. So there is a certain percentage of that that is all that also goes 00:39:12

Yeah, I'm just going to do it kind of a mini introduction. And then Josh, framing with Jacobs is going to actually do the 00:09:53
presentation. But if you recall a few months back, we did the Jacobs contract to help us plan out how we needed to best spend the 00:09:59
money that we had for this round of funding for the AMI project. How we got to where we are today is. 00:10:05
Four years or so ago we did the initial phase of it. We had very limited money and so we chose to at that time was to deploy the 00:10:11
infrastructure. You know if you'll recall I I mentioned it, I called it like the cell towers. So we put out all the cell towers 00:10:18
and our waiting for the cell phones. So we put out all the infrastructure and then our goal at the time we deployed around 65. 00:10:24
100 AMI meters at the time and our goal was that we would be able to roll out a lot of that on our own and then with COVID and. 00:10:31
Shortage in labor and all that. We just haven't gotten to that far that phase where we wanted to get. So we hired Jacobs to help 00:10:38
us plan how to best spend this phase of money that we're having, which is how much between 5:00 and 6:00 million. And it just 00:10:42
depends on how much we have left in the operations budget. We have it in the bond and then we also have some that we're trying to 00:10:47
use SRF. 00:10:52

And any problems that happen as a result of that, any inaccurate meter reads we deal with after the fact. 00:20:55
That completely changes with AMI. We shift the organization to be proactive. We're looking ahead of the billing window opening to 00:21:00

I will be speaking about the phased approach, the implementation, the path forward and how we're going to be engaging with 00:25:55

Why do we do AMI projects? It's for four primary reasons. Operational efficiency, customer service improvements. 00:26:05
Water efficiency and metering services. 00:26:12
Just to give one example, and it's my personal favorite, it's about customer service when a customer calls in with a high bill 00:26:14
complaint. 00:26:17
We covered the numbers briefly, but so far there are 4400 plus AMI meters upgraded to date. 00:26:56
The network is online, the collectors and repeaters, we have 6500 endpoints installed. The difference between those two numbers, 00:27:03
if I can get ahead of you with that question, that's because we have some endpoints installed where we do still need to change out 00:27:07

So there's different job types that we're gonna be doing in the field. Sometimes we're gonna change out the meter, sometimes just 00:27:14
endpoint, sometimes all of the above. That's the difference between the 4400 and 6500. The software solution is in place today and 00:27:19

efficiently? It's by focusing on phase two. On the next slide, I'll talk through the methodology of what went into phase two. 00:28:13
For phase three, that's the remaining of the residential small meters that are primarily manually read today. 00:28:19
This slide is about how do we go about identifying what should be a part of phase two. 00:28:27
The approach for determining where phase two occurs was really comprehensive. It was an iterative process with Jacobs working 00:28:33
closely with the city. It began with data requests on the assets installed, ones that are partially upgraded versus fully 00:28:38
upgraded, and assessment on the operations to date. 00:28:43
The routes were picked to maximize AMI saturation. 00:28:48
Freeing up meter readers to do other things. 00:28:51
This began by working with the meter population file, identifying the routes that are partially upgraded. 00:28:55
During summations on the different job types, etcetera, the routes basically that were highest percent upgraded, let's finish them 00:29:01
up. When those days come up for meter reading, they can do something else. If they're short staff, we don't need to send them out 00:29:05

So as part of that, there's a learning curve for utility staff to know how to correctly operate these systems, but also a chance 00:34:31
